South Locust Street to Reopen to Traffic for Winter Ahead of 2026 Construction Phase

Grand Island, Neb. — The City of Grand Island Public Works Department is announcing that South Locust Street from Fonner Park Road to Anna Street/Bismark Road will reopen to all lanes of traffic beginning Monday, December 15, 2025.

Clean-up activities will continue within the project corridor over the next several weeks, but the roadway will remain open to traffic throughout the winter months. Roadway construction is scheduled to resume in the spring of 2026.

The South Locust Street Paving Improvement Project includes full reconstruction from Fonner Park Road to Koenig Street. Project improvements include replacement of the existing asphalt roadway with a concrete curb and gutter section, new sidewalks and bike trail, storm sewer installation, water main improvements, sanitary sewer repairs, roadway lighting and associated pavement markings and signage. A roundabout will also be constructed at the intersection of South Locust Street and Anna Street/Bismark Road.

The project is planned over two construction seasons in 2025 and 2026. Reconstruction from Fonner Park Road to Delaware Avenue has been completed. The remaining segment from Delaware Avenue to Koenig Street is scheduled for construction during the 2026 season.

On February 11, 2025, the Grand Island City Council awarded the construction contract to Elsbury Construction, LLC of Grand Island, Nebraska, in the amount of $9,044,222.01.
